My dear compatriots — residents of Irkutsk and the Irkutsk region!

I welcome this opportunity to offer my warmest congratulations to you all on the 350th anniversary of our beloved city.

The history of Irkutsk goes back to the times of Tsar Alexei Mikhailovich, when the township is first mentioned, and his son Peter the Great, during whose reign the city's coat of arms was devised in 1690. Our region's vibrant culture and science flourished as the exiled Decembrists, members of the Petrashevsky Circle and "Narodnaya Volya" contributed to its progress.

Today, Irkutsk is one of spiritual centres of Eastern Siberia.

Our ancient city is one-of-a-kind, and we are justly proud of its architec­tural ensembles and historic sites.

Our fellow citizens are among the most celebrated Russian writers — one has only to mention the famous names of Alexander Vampilov, Pavel Nilin and Valentin Rasputin.

The distinguished pianist Denis Matsuev is renowned both in Russia and abroad.

The Sukachev Irkutsk Art Museum is home to a fine collection of Russian and foreign art that compares well to the best museums in the country. The Tretyakov Gallery Magazine has featured articles about the collection and its founder, Vladimir Sukachev, in its "Russia's Golden Map" series.

In the 80 years of its existence, the Baikal State University of Economics and Law has successfully trained thousands of highly-qualified engineers, lawyers and scientists.

Irkutsk is fully living up to its prominent reputation as an industrial, trans­port and energy centre of Eastern Siberia.

Our city has a rich past and can look forward to a bright future.
